the clerk: nominations to the judiciary, john e. dowdell of oklahoma to be united states district judge. jesus g. bernal of california to be united states district judge. the presiding officer: under the previous order, there will now be 30 minutes of debate equally divided in the usual form. mr. sanders: madam president? the presiding officer: the senator from vermont. mr. sanders: i would ask unanimous consent to be able to speak as if in morning business until senator leahy arrives. the presiding officer: without objection. mr. sanders: thank you. madam president, what i was just suggesting is there are ways to do deficit reduction that are fair. the first point, in terms of $4 trillion over a ten-year period, we have already cut over $1 trillion in terms of spending , $1.1 trillion. number two, i think the president is right in suggesting that we have got to ask for significant revenue from the wealthiest people in this country, the top 2% without asking for any tax increases for the bottom 98%. and that would add $1.6 trillion

senator john mccain led that effort, john mccain, a person who knows the cost of war and the price that's paid and who showed real, extraordinary political courage. nsenator john kerry, another vietnam war veteran, stood up for him. what a disappointment. what a disappointment that the united states senate, which on a bipartisan basis passed the americans with americans with disabilities actamericans withdn the 90 votes 22 years ago, whih would not infringe on our freedoms in any way, that we couldn't pass that on the are senate floor. what a sad testament to what has happened to the united states senate in the last two decades that a man like bob dole would witness this. i'm sure it broke his heart. it broke mine, too. i went out afterward and saw the disabled gathered in the lobby out here. many of them were crying. they couldn't believe it. at a time in america when we are giving the disabled chances they've never had, opportunities they've deserved for decades and generations, that we would turn down this convention on disabilities here. it was a sad moment in the history of the unite

we should not accept john engler, he and i philosophically don't agree on much. i'm just being honest. but john is exactly right when he says the only thing that's good for us to destroy your credit rating. so i can send a very clear message to people here. we are not going to play that game. if congress in any way suggest that they're going to try negotiations, tickets to the brink of default once again is part of a budget negotiation, which by the way we have never done in our history and so we did it last year. i will not play that game. because we've got to break that habit before it starts. >> see the full remarks tonight at 9:00 p.m. eastern on our companion network on the c-span. >> early in primetime, kristen holland and tennessee republican senator bob corker discussed the january fiscal deadline at an event hosted by bloomberg government and deloitte consulting. see that at 8:00 p.m. eastern on c-span. >> we have had these explosions of knowledge in medicine, but we have not coordinated care and all the services end up having so many cracks at the crack
